Link state values are different from data discription

Dear event orgnizors,

I found that the link state values having 5 values (0,1,2,3,4) rahter than the values (-1,1,2,3) described in data field description. Could you kindly explain how should I understand those values, please? For now, I comprehense the values as below.

0 -> unknown
1 -> unblocked
2 -> slow
3 -> jam
4 -> stopped
